Вашингтоном [Washington, George]; провозгласила нейтралитет США в войне европейских стран (Англии, Испании и Голландии) против революционной Франции и дружественный и беспристрастный курс по отношению ко всем воюющим государствам. "Подлый нейтралитет" - так назвал этот шаг госсекретарь Т. Джефферсон [Jefferson, Thomas], глубоко сочувствовавший революции, но не видевший другого выхода для США
